Paraguay Investor Pass: permanent residency through real estate investment

Since April 17, 2026, the Investor Pass lets foreigners who invest in Paraguay obtain permanent residency directly, without going through temporary residency first. Here we summarize the real estate route, which is where we can help.

The four investment routes

Real estate

USD 200,000

Residential, commercial or rural property with an economic use.

Financial

USD 200,000

Securities on the Asunción Stock Exchange.

Tourism

USD 150,000

Hospitality, eco-tourism or food projects.

Productive (SUACE)

USD 70,000

A company with a business plan and at least 5 formal jobs.

The real estate route, point by point

Minimum amount

USD 200,000 in real estate. Several properties can add up to the amount, as long as each one is identified.

Economic use

The properties must be used for renting, business or corporate purposes. Your own home or family use does not count.

Payment

At least 30% must be paid when you apply.

Individual investment

Each applicant invests on their own. Spouses cannot combine amounts.

How it is proven

With the property registry details, the contract or deed, the notary involved and the bank transfer trail from origin to seller. A reservation or appraisal alone is not enough.

After investing

Any change to the declared assets must be reported within 90 days.

The steps, in order

  1. Choose and buy the propertyThis is where we come in: we find properties that meet the economic-use rule and show you the expected rent.
  2. Foreign Investor Certificate (CIE)Issued by the Ministry of Industry and Commerce through SUACE, with a sworn statement of the chosen category.
  3. Permanent residencyDecided by the National Migration Directorate. The application is personal and in person.

Documents required

  • Valid passport or ID and proof of legal entry into the country
  • Birth certificate and, if applicable, marriage or divorce certificate
  • Criminal and police records from your country of origin and previous residences
  • Apostilles or legalization and Spanish translation as required by Migration
  • CIE and proof of the investment and of the lawful origin of funds

Keep in mind

The CIE does not guarantee residency: the final decision belongs to Migration.

Residency is not citizenship. Naturalization has its own requirements, including years of continuous residence.

Since July 6, 2026 (DNM Resolution 407/2026), unified financial solvency criteria apply in addition to the investment.

Investor Pass

How much must I invest in real estate for the Investor Pass?

At least USD 200,000 per person, in one or more identified properties, with at least 30% paid when applying.

Can the house I will live in count as the investment?

No. Properties must have an economic use, such as renting or business. Your own or family home is excluded.

Can I combine my investment with my spouse's?

No. The investment is individual and spouses' amounts cannot be combined.

How long does it take?

There is no guaranteed timeline. It depends on complete documentation, source-of-funds checks and the agencies' workload.
